Empowered Gilani—A Myth To Hoodwink Public Opinion

The Spin doctors with the help of pliable media analysts are at work again creating a myth of `Empowered Gilani'. It is being said that after Pakistan Parliamnet passed the 18th amendment abolishing the special powers given to the President, the Prime Minister has been empowered. Mr. Gilani has now the authority to deal with various issues on his own because the Parliamnet is behind him. Hence we—that menas India---must strenghten his hands by starting a dialouge. This realization has moved Dr, Manmohan Singh to meet Gilani at Thimpu and decide to `bridge the trust deficiet'.
So goes the myth.
When the government Spin Doctors--most probably led by new National Security Adviser Shiv Shankar Menon who was instrumental in drafting the Sharm—el—Shaikh joint statement--- were feeding pliable media analysts this myth, security agencies were sending a alert to Delhi police about an imminent terrorist attach in various markets in the capital by Laskar—e—Tayabba elements based in Kashmir. It is being said that the intelligence agencies intercepted a communication from Lakshar handlers in Pak to the terrorosts ordering them to hit makets in Delhi.
The Lakshar is a creation of Pak ISI which is controlled by Pak army. This shatters the myth of `Empowered Gilani'. It is a fact that Pak's policy towrads India and Afghanistan and on nuclear issue, the civilian leadership does not have any say. The policy framework for these issues is being decided by Army. Gilani is not in a position to strike a deal with India against the wishes of General Kayani and Pak army's main battle doctrine is to weaken India by various ways including unleasing terrorism to inflict `Thousand Cuts'. Is Gilani empowered enough to change this policy?
Certainly not.
Recently there was a Pak—Us sumit. During these talks all the spotlight was on General Kiyani. He decided the agenda on behlf of Pakistan and had all the authority to call civilian officers from foreign policy establishment for discussion at Army HQ. The independent observers have noted that General Kayani is increasingly getting grip over Pak's foreign policy.
Still this myth of `Empowered Gilani' is being created to hide the real reasons for resuming the bilateral talks—that is the US presuure. America wants to get out of Afghanistan. For that US wants to incoroorate parts of Taliban in Afgan state. That is why US has mooted a theory of `good and bad Taliban'. It wants `good' Taliban to be inducted in Afgan state structure. To do this US wants help of Pak army. In lieu of that Pak army wants US to pressurize India to start talks and not to halt them in spite of any terrorist attacks. It has warned US that if India ups its ante than we (Pak Army) would have to withdraw troops from Afgan border Sharm—el—Shaik happened only because of this US pressure . Pak army also wants US to ask India to stopr its developmental activities in Afganistan. US has subtly indicated this to India.
The myth of `Empowered Gilani' is a next step from Sharm--el—Shaikh.and to hide this reality this myth is being created to hoodwink the pub;ic opinion in India.

  1. Well analysed Sir. Very difficult to beleive Pakistani developments on face of it. Only one more people's movement in Pakistan can make some positive development. U.S. high time realise thier short sighted moves can ruin things in future.

  2. It is true that US would like Indo-Pak dilougue to resume- the process suspened after 26/11 attack in Mumbai. Suspension of talks with Pak was the only immediate option to India having rightly decided not to react militaristically. And it served immediate purpose to some extent. However, this cannot be tbe permenant stance of the policy with Pakistan. It could have woreked only if Pakistan too would have decided that bilaterl talks is the only option to sort out all contentious issues. But as India believes bilateral talks is the only way out, it has no choice but to demonstrate to the world its willingness to talk. Its diplomatic skills would be tested if it can at least demonstrate to the world that the civilian administration is not able to effectivly carry forward the process.
